The boy who was found on the island returns with the brothers. Oddly enough, there is a scar on the boy's right shoulder that closely resembles the one that Edward recieved when he was younger. When confronted by Ed, the boy escapes. On the other hand, Lt. Colonel Frank Archer, Hughes's replacement, and Major Armstrong arrive in Dublith, searching for the whereabouts of Ed.

In a seemingly run down junkyard, the Ishbal refugees have found a place to stay for the time being. They are welcomed by the existing people who are no longer welcome in their homeland.
Back in Dublith, Ed continues to chase the child through the streets. However, the child fuses with the wall and escapes. Ed is then confronted by a mysterious looking man.
Back at the butcher shop, Izumi's husband deals with Armstrong and Archer by basically giving them the cold shoulder. Suddenly, Armstrong steps up and asks to be allowed to handle the situation. He flexes his muscles. Izumi's husband follows suit, and eventually, they shake hands.
Out in the streets, Ed is still talking to the mysterious looking man. He seems to know a lot about Ed and Al. He offers to take Ed and Al to a safe place. Feeling threatened, the man uses his lizard-like abilities to escape.
Armstrong and Archer finally catch up to Ed and Al, but they are ignored as Ed and Al have a more important agenda to pursue. Finally, Ed and Al find the little boy a top the clock tower.
If Ed's limbs could be retrieved from the gate, Ed reasons that Al's body can be brought back also.
On the ground, Archer eyes the boy and asks Armstrong to capture the child. Archer tells the boys that he is an important witness to the destructive activities in Central and will be held at regional headquarters for interrogation.
While the military is being fed information regarding the whereabouts of Scar, Greed has been informed by the lizard-man that the little boy has been taken to South Headquarters.
It seems that Tucker has joined up with Greed and the rest of his gang including the crimson alchemist. Greed wants the child to be on his side or else things will get complicated later on. Kimbley volunteers to lead them there but all he really wants is to see some fireworks again.
Back at the butcher shop, Ed and Al face Izumi Sensei once again. Thinking they knew more than the Sensei, Ed and Al are scolded by Izumi who has known who he was all along. Suddenly, Izumi coughs up a load of blood and is quickly whisked away by her husband.
At the hospital, Ed, Al, and Winry find out from the doctor that Izumi's internal organs are missing from her chest down. As a result, her remaining organs have intertwined with each other to regain lost functions.
The organs seemed to have been taken away. Ed and Al reason that she must have attempted the same feat as they and failed. Suddenly, Izumi and her husband have disappeared from the hospital.
They have gone to the South Headquarters. Leaving her husband outside, Izumi heads inside to rescue the child. Ed and Al rush inside after her while Winry and Sig watch outside.
Unable to give birth, it seems that Izumi had attempted to create a life on her own.
Inside, Izumi saves the child. Outside, Kimbley grabs a soldier and uses him to catalyze an explosive reaction. Archer orders Armstrong to seize Izumi, but they are interrupted by the appearance of Envy disguised as the Fuhrer.
Attempting to escape, Izumi and the child are cornered making it a five-way battle royal.
Back at the junkyard, Scar asks his master if the man who just passed was a citizen of Ishbal. His master replies that the man was a sinner who went against the ways of Ishbala and has since been banished from the country.
In the Fuhrer's office, Mustang receives orders to move out to Kishua City's west slum where Scar is hiding.
At the dump, Scar enters the sinner's shack and is startled to find a series of familiar tattoos painted on the wall.
