Second Lieutenant Havoc receives orders to investigate the Colonel from Internal Affairs. He along with the rest of Mustang's men start compiling a strictly confidential "Observation Diary". Who knows what discoveries daily life in the military will yield.

The Fighting Lieutenant
Upon receiving orders from Internal Affairs to observe his superior officer, Havoc asks for the help of the others to investigate the Colonel. During his investigation, Havoc finds that the girl he has been hitting on is going on a date with Mustang. Foretelling that Havoc has been dumped, Mustang orders the others to find him a woman.
Needing help, Archer calls upon the memory of Scieszka to put together documents on the 5th Laboratory and 2nd Execution Ground. She accepts the job with the underlying agenda of finding the cause of Hughes's untimely death.
Meeting Scieszka in the hallway, Farman asks for her help locating a girlfriend for Havoc. Before she can say anything, Armstrong appears out of nowhere and suggests his sister.
A date is set and Havoc finally gets to meet Armstrong's sister. Imagining the worst case scenario, Havoc is shocked to find Armstrong's sister so striking. Taken by her beauty, Havoc asks her out only to be reject.
The Mystery of the 13th Warehouse
Walking home from work one day, Breda and Fuery come upon the 13th Warehouse. The next morning, Mustang, fed up with their complaining, decides to show them the truth that it is their fears getting the better of them.
Later in the day, Mustang visits Hughes's widow and Elysia and sees Winry glaring at him from upstairs. Back in the car, Mustang states that it's much more scary dealing with real people.
Reporting to the Fuhrer, Archer expresses his disappointment in not being able to find additional information regarding the 5th Laboratory. Sensing Archer's desire to test his newly acquired strength, the Fuhrer prepares to send him to Lior where another uprising has broken out.
That night, Mustang dispels all doubts regarding the 13th Warehouse's existence. On their way back, Mustang notices upturned earth and asks Farman to investigate, yielding bones. The following morning, the men are stunned to find Black Hayate was the one burying bones on what used to be an execution ground.
Back at headquarters, Mustang requests to join the expedition to the east. Using his experience as leverage, Mustang is appointed as commander of the forces being sent to suppress insurgents in the east.
