In the midst of their travels, Ed, Al and Martel discuss the facts concerning the Ishbal Civil War. As a result, the truth behind the conflict becomes clear. In the meanwhile, Archer arrives at Lior city to surpress a new civil war that has broken loose.

Detained by Ross and Block, Scieszka and Winry can offer no explanation for their actions. However, Winry warns that something dangerous is going down within the military.
On a train full of State Alchemists headed to Lior, Mustang finds that Kimbley is now back in the military.
Ed reveals to Marta that he was the one who killed Greed. She does not take Ed has her enemy since Greed chose death over being sealed. Instead, Marta is after the ones in the military who betrayed her comrades and the Homunculus.
Finally in Ishbal, Marta tells Ed the real story of what happened in Ishbal and how she and her comrades were betrayed by the military. Noticing that they being spied on, Ed and Al discover that Breda and Havoc were the ones and that the Colonel is here.
At the regional headquarters, Mustang places Ed under his command. While viewing surveillance photos, Ed is shocked to find Lior in ruins and to discover that Scar has drawn a giant trans mutation circle through the city.
Striking a deal with Archer, Ed heads into the city to do some surveillance. Before he leaves, he leaves behind his watch which is taken to Tucker to be given a transmutation amplification treatment.
In Lior, Ed comes across Rose who has become the Holy Mother and Scar.
Back at regional headquarters, Al is unable to stop Marta as she sees Kimbley and launches her attack...
